This pen-and-ink drawing is of a trail scene with windswept evergreen. This picture has been cut down from larger sheet. Irving Rhodes Fromer (1913-1994) was a self-taught artist who was employed by the Works Progress Administration (WPA) in the 1930s. He worked for both the TVA and the National Park Service and later lived in California, where he was known for creating socially conscious art.
