In this letter of May 25, 1898, Horace Kephart writes Amos J. Cummings letting him know that a “company of expert riflemen has been formed in St. Louis” inspired by the notice in the New York Sun describing Representative Cummings bill. Kephart requests a copy of the bill and assures Cummings that Major Pearce, representative for their district, will support the bill.
