Hiram Tyram Hunter (1883-1947) served as president of the Cullowhee Normal and Industrial School through its transition to Western Carolina Teachers College (W. C. T. C.), a four-year institution. He headed the School from 1923 until his death in 1947. This memorandum from Hunter to all regular employees of W.C.T.C. provides information about new legislature oversight and contracts and salaries for the 1931-1932 academic year. Hunter explains that the State Budget Bureau asks that no contract commitments be made until the budget has been finalized.
