He was a member of the North Carolina Park Commission and was involved in the land acquisition process that went towards establishment of the Great Smoky Mountain National Park and development of the Blue Ridge Parkway. This correspondence between Ickes and Weaver also includes a memorandum from Nathan Margold. Harold L. Ickes to Zebulon Weaver, June 22, 1935 In this letter Ickes, Secretary of the Interior, raises doubts regarding the authority of the Department of Interior to construct the Parkway under the National Recovery Act of June 16, 1933. He also mentions that he was enclosing a memorandum prepared by the Solicitor Nathan Margold regarding the Parkway and that it was now up to the Attorney General to decide on the issue. Memorandum for the Secretary from Nathan Margold, June 11, 1935 In this memorandum Margold, Solicitor for the Department of Interior, discusses the possible ways the Government can take possession of land for the purposes of constructing portions of the Shenandoah-Great Smoky Mountains National Parkway in North Carolina and also operating- it in the context of various court decisions and the Recovery Act.
